Cobb County Community Services Board

Funding comes from the Georgia Department of Behavioral Health and Developmental Disabilities through the Cobb/Douglas Regional Board for Mental Health, Developmental Disabilities and Addictive Disease, Cobb County, Douglas County, Medicaid/Medicare, Vocational Rehabilitation, grants, private pay and donations. The CSB adheres to a philosophy of care and core values and is governed by two separate boards. The Executive Director has oversight responsibilities for day to day operations. History: In 1993, the client and family movement influenced the General Assembly to House Bill 100, which created regional boards and community service boards (CSBs). On July 1, 1994, twenty-eight CSBs succeeded county boards of health as the community-based, public providers of mental health, developmental disability and addictive disease services. In 2000, the number was decreased to twenty-seven. House Bill 100 assigned budget and planning responsibility to the regional boards while services are to be provided by the Community Service Boards. Community service boards in Georgia are the public safety net which ensures the availability of quality services, irrespective of financial circumstances, to clients with persistent behavioral health care challenges, and/or who are most-in-need, and their families who cannot access services elsewhere.
