Achieving Maximum Value from HHS IT Systems: Critical Success Factors for Agency Transformation

The Microsoft Dynamics U.S. Public Sector team, in collaboration with APHSA, recently conducted a survey of APHSA members to identify the expectations, strategies, and practices that human services agencies use for the planning, acquisition, and implementation of their HHS IT Systems. The results offer valuable insights in many areas, particularly with regard to three key areas:

HHS IT Systems

  1. Leadership and effective cross-boundary communication is a bedrock requirement to effectively leverage technology. Today’s technology can help to facilitate effective communication throughout and across organizations. It can only do so, though, when organizations define clear goals for communication and when they work together to implement the necessary changes to support effective use of the technical tools.
  2. Technology must be nimble and responsive to change. Health and human services environments are dynamic and changing rapidly. IT solutions must be able to adapt effectively to this constant change.
  3. Gaining cost efficiencies requires the use of benchmarks and measurement. IT deployments are longterm projects, typically taking years to complete. To ensure that projects stay on track and focused on the original, key deliverables, it is critical to define benchmarks and to track against them.
