HIMSS24 Native American Health IT Symposium: ‘One Record, Many Nations’

The HIMSS24 Native American Health IT Symposium highlights the initiative titled ‘Uniting Nations Through Unified Records,’ emphasizing the Indian Health Service’s (IHS) efforts to implement a new electronic health record (EHR) connecting tribal communities across 37 states.

The collaboration involved various stakeholders, including the National Indian Health Board, tribal groups, states, and the federal government, with HIMSS playing a pivotal role in facilitating the partnership.

Unique challenges stemmed from tribal governance complexities and data sovereignty issues, with states controlling public health data of tribal citizens. Despite efforts to access data directly, challenges persisted, resulting in delayed access and limited timely insights.

Funding constraints, with IHS receiving about 56% of needed funds, compounded challenges. This, coupled with historical traumas and social determinants of health, contributed to poorer health outcomes among Native Americans, further exacerbated by the COVID-19 pandemic.

The push for healthcare modernization, including EHR upgrades, aims to address interoperability challenges within the Indian Health Service. General Dynamics Technology’s contract for EHR modernization, integrating Oracle Health technology, marks a significant step towards achieving a unified health record system.

The transformation underscores the importance of not only technological upgrades but also workforce development and other systemic changes to enhance healthcare delivery and patient outcomes.
