Hawaii Health Systems Corporation

The mission of HHSC is to provide and enhance accessible, comprehensive healthcare services that are quality-driven, customer-focused, and cost-effective.

The vision of HHSC is to be the provider of choice for the communities it serves, employer of choice for its staff, and system of choice for its physicians.

To further the development of its delivery system, HHSC works closely with physician organizations and other healthcare providers in the planning and implementation of joint business strategies. Physicians, community leaders, and employee representatives are involved in local as well as corporate decision-making. Most of the facilities have fundraising foundations that provide the communities an opportunity to provide financial gifts to their local hospitals.

HHSC is the “Safety Net” for Neighbor Island acute care and the “Safety Net” for long-term care in the state of Hawaii. This means that HHSC facilities provide services to all regardless of whether an individual has health insurance or the ability to pay for the health care service they receive. The system operates licensed beds in facilities located on three different islands. In Fiscal Year 2018, HHSC facilities provided acute care admissions and acute patient days long-term care admissions and long-term care patient days; delivered babies births; and handled emergency room visits (excluding inpatient admissions).

Despite the high volume of care that is provided at HHSC facilities, HHSC continues to depend on appropriations from the Legislature for the provision of services and some capital improvement projects. The most recent general fund support amounted to approximately 21% percent of the HHSC fiscal year 2019 operating budget.
